In a veiled attack on Pakistan, Indian External Affairs Minister Sushma Swaraj said militants continue to find shelter in countries that use terrorism as an “instrument of state policy”. Stating that the terror groups draw their sustenance from support systems in South Asia, she urged the BRICS nations to condemn efforts to sponsor the menace.
