The 15th Finance Commission considered the inclusion of more calamities on the notified list but did not find merit in expanding the scope of disasters, and hence “extreme heat” will not considered a natural disaster or calamity warranting financial assistance even as heatwave-related deaths were reducing due to “seamless weather prediction”, minister of state (independent charge) for earth sciences Jitendra Singh told Lok Sabha on Wednesday. Singh said cyclones, droughts, earthquakes, fires, floods, tsunamis, hailstorms, landslides, avalanches, cloud bursts, pest attacks, and frost and cold waves are on the list of disasters that warrant assistance under the National Disaster Response Fund and State Disaster Response Fund (SDRF). “The Commission in...its report had observed that the list of notified disasters eligible for funding from...SDRMF and National Disaster Response Mitigation Fund (NDRMF) cover the needs of the state to a large extent and thus did not find much merit in the request to expand its scope,” Singh said in response to Congress lawmaker Sukhdeo Bhagat’s question.

चक्रवात, सूखा, भूकंप, आग, बाढ़, सुनामी, ओलावृष्टि, भूस्खलन, हिमस्खलन, बादल फटना, कीटों के हमले और पाला एवं शीत लहर आपदाओं की सूची में हैं। 15वें वित्त आयोग ने अधिसूचित सूची में और अधिक आपदाओं को शामिल करने पर विचार किया, लेकिन आपदाओं के दायरे का विस्तार करने में योग्यता नहीं पाई, और इसलिए “अत्यधिक गर्मी” को प्राकृतिक आपदा या वित्तीय सहायता की आवश्यकता वाली आपदा नहीं माना जाएगा, जबकि “निर्बाध मौसम पूर्वानुमान” के कारण हीटवेव से संबंधित मौतें कम हो रही हैं, पृथ्वी विज्ञान राज्य मंत्री (स्वतंत्र प्रभार) जितेंद्र सिंह ने बुधवार को लोकसभा को बताया। सिंह ने कहा कि चक्रवात, सूखा, भूकंप, आग, बाढ़, सुनामी, ओलावृष्टि, भूस्खलन, हिमस्खलन, बादल फटना, कीटों के हमले और पाला एवं शीत लहर आपदाओं की सूची में हैं, सिंह ने कांग्रेस विधायक सुखदेव भगत के सवाल के जवाब में कहा, "आयोग ने अपनी रिपोर्ट में पाया कि एसडीआरएमएफ और राष्ट्रीय आपदा प्रतिक्रिया शमन कोष (एनडीआरएमएफ) से वित्त पोषण के लिए पात्र अधिसूचित आपदाओं की सूची काफी हद तक राज्य की जरूरतों को पूरा करती है और इसलिए इसका दायरा बढ़ाने के अनुरोध में ज्यादा योग्यता नहीं पाई गई।"
