External Affairs Minister Sushma Swaraj on Wednesday said India would not participate in the SAARC summit to be held in Pakistan. She said, "the Kartarpur corridor initiative does not mean that bilateral dialogue will start with Pakistan; talks can start the moment Islamabad stops terror activities in India." India-Pakistan ties have nosedived in recent years, especially after the terror attacks by Pakistani groups in 2016.
